I have bulging discs in those areas and I have cortisone injections to help alleviate the pain and the nerve pain. It's not the same as RA but I can relate to the neck pain. EVERYTHING we do involves the neck to some degree so when things get a bit wonky in there it can make you miserable. Maybe you can ask your doc about these injections. I have mine administered by a neurologist and I typically get 3 a year. It is guided by xray and it doesn't hurt, just feels a bit weird when the medicine goes in - sort like a really warm feeling down my arms. It can also help reduce inflammation in that area.
