Sheryl, I'm so sorry for your suffering, especially when it seems there's no definitive answer to what you have.  First of all, to rule out diabetes, any doctor can order the blood tests to check for it and the lab lists the parameters to help diagnose it.  One blood test can give them a random, fasting and the A1c blood test results.  Another test, the glucose tolerance test or GTT, requires that you fast and then take a sugary drink.  Your blood is taken a few times over 2 or 3 hours to see how your body tolerates the high carbohydrates.  Having neuropathy does not necessarily mean you have diabetes.  There are other conditions that lead to that.  I'm presuming you've been to a neurologist and an orthopedist?  These specialists can test for conditions that lead to what you're suffering.  You might have nerve damage, disk problems, etc. that are aggravated by arthritis - but only these specialists are trained to diagnose them.  Has your doctor done any heart tests on you?  Circulation?  I'm sorry I can't help you more.  I'm just writing down what came to my head.

Sheryl, a couple of questions for you.  How many doctors have you seen and do these doctors confer with one another about your tests and results?  Do they all know (presuming you're seeing more than one) what medications you're taking?  And, is it possible that combinations of the medications you're taking are causing some of these symptoms?  Again, I'm not a doctor.  I'm just trying to sleuth this out.
