Hi cilly, it may (or may not) be a condition called blepharitis but only a doctor would be able to diagnose that. The good news is that it's easy to treat if that's what it is. My husband has it and the eye doctor (an ophthalmologist) told him to use a warm, wet face cloth with a drop of baby shampoo to wash around the eyelids every morning.
