What is the perfect test number pre meal verse post meal

Well, you'll get all sorts of answers here.  Don't forget that a non-diabetic will not have the same as someone who's trying to control diabetes by diet and exercise alone or another person who's on meds and you may find differences between types 1 and 2.  The best I can say is the closer to a "normal" reading the better if it's before a meal, so the post-prandial will not be too much of a spike.  And that depends on what is eaten.  So, for me, I try to keep my blood sugar around 100 before a meal.

... and the post meal test should be done two hours after the start of a meal. If you check at a different time the numbers will mean different things.

Oh Lanie! I have been testing two hours after I am done! Whooops. All these educating classes and I haven't learned that yet. I take forever to eat too.

My educator likes to use endocrinology AACE standards for before and after eating levels.

AACE Standards
Pre meal - Less than 110
2 hrs post meal - Less than 140
Bedtime - 100-140
A1C less than 6.5

ADA Standards
Pre meal 70-130
2 Hrs post meal - less than 180
Bedtiome - 100-140 (they agree!)
A1C less than 7% in general, less than 6% in some
