I had pain in the side of my heel and underneath, also toe pain. I went to 2 different orthopedic surgeons. first one ordered arch suppports with a wedge at the heel to turn foot out, which helped my sore ankle. Second said I had nothing wrong with me and sent me away. I went to a podiatrist who told me my pain was from my back! He was right!!!
I went to a pain clinic, got a lumbar MRI, had a single steroid injection in lumbar spine (for back pain), and my foot pain disappeared! It was sciatica.
I also have heel spurs, but the podiatrist said they are not the cause of foot pain.
So, don't simply assume that foot pain is in the foot, and keep plugging away until you find the cause. Podiatrists know an awful lot about feet!
