Old people hydronephrosis??

My grandmother is 84 years old, she has hydronephrosis due to a tumour growing near her kidney that blocks her ureter. My aunt is worried that the tumour may be cancerous, but analysis of her urine samples revealed no cancerous cells in them. Would there still be a chance that the tumour is cancerous?? Thanks.

We've visited the doctor many times and the doctor refused to recommend any treatment and just asked us to go for more scans. So recently my grandma went for a radionuclide bone scan and we're currently waiting for the results. Is there any treatment you would recommend?? thanks :D
