Plaquenil is more of a 'progression-suppressor' rather than something that cuts back on existing symptoms. Generally it's one leg of a 3-prong approach.

Leg 2 - Prednisone, to inhibit/control inflammation, and

Leg 3 - One of these 3 - Imuran, Cellcept, or MTX to stop flares.
