Have you used just the standard eye drops? I found those to be irritating as well. Once I started avoiding the ones with boric acid as a preservative, I was able to find one that helped a lot. Start by looking at the eye drops that are "moisturizing" or 'preservative free'.
If it's absolutely necessary to use steroid eye drops, then by all means use them, but if you can stay away from them, you should. Steroids, even when used only as eye drops, will go body wide and will slow or reduce your body's ability to heal from any infection. The doctor is supposed to ask if you have any current infections and not use steroids if you do (read the precautions on any steroid product), but many doctors don't think Lyme is an infection for some reason.
