I'm not sure what other labs ran the WB for you. However, if you're talking about
labs like LabCorp, Quest, etc., they test using CDC standards which eliminate the bands most likely to show positive for Lyme. Why? The CDC eliminated those bands when trying to come up with a Lyme vaccine (and the test vaccine actually caused people to get Lyme).
Ironically, all labs only check for one strain of Borrelia (bacteria responsible for Lyme) and there are over 100 different ones. For you to test positive via Igenex confirms Lyme with no doubt.
Some mosquitos have tested positive for Lyme. And, truly, the tick most likely to infect us with Lyme is the nymph tick which is as small as the dot at the end of this sentence.
Yes, it is possible to have a rash on the leg if you were bitten on the arm. The rash is a sign of an immune response.
Sorry to tell you but, all of your symptoms are hallmark for Lyme and the infections that can accompany it.

Bottom line, you have Lyme and really need to see a LLMD (Lyme-literate MD).
