That's why I say to do something similar to a power nap - in a quiet, dark space. Close your eyes, and just relax. Shut the brain down as much as possible and just lay still for a 20 minutes. Easier said than done some days though.
I use soft, "easy listening" music to listen to when I can't shut my brain off. Music may not work for you, but find something else besides your thoughts to listen to is what I have found works best for me.
I've used ear plugs, sleep masks and many other things too. Sometimes they work and sometimes they don't.
I just wish sleep wasn't so elusive for some of us!!!
