Hello John, I do not have MS and I'm not in a chair but I've traveled some and the advice I have is to book a trip through an agency.  Discuss with the agent your needs so he or she understands that the hotels, transportation and tours can accommodate you.  It's true that many European cities are not as easy to use a wheelchair in as in the States, so this is why you need to do the planning beforehand.  You might also Google for tips, too.  If you have a motorized wheelchair, are you shipping it with you or can one be rented when you get there?  Think of all the needs and possibilities, make a list and see what you and the agency can come up with.  France is a beautiful country and I hope you and your wife will travel there.
