Rise in PSA

I have not been around for a long time due to a Heart Attack and Several small Strokes (TIA's).  I have a upcoming appointment with my Cardiologist and I was reviewing the blood test he had done.  For some reason he did a PSA, which had been around 0.02 or 0.03.  It is now 0.07 and this seems to be a significant rise.  Has anyone had this and is it a indication that the cancer may returning?  Because of the time since my operation I don't see the Oncologist but every Six months.  Should I call Him?

Was the recent PSA test done by the same lab?
PSA is sometimes reported as "below .1" for example: it depends on the institution and their definition of undetectable.
A definition of rising PSA is three higher peaks.
