Sounds like, as piano says, you need to loosen things up down there. Make sure there is a nice amount of droop in the cath before you tape it to your leg. If anything, my cath held my penis away from my leg or scrotum.
Also, you might wrap an ace bandage or something around your leg to protect it from the chafing. Actually, if it is that raw, I would think about
wrapping everything in cotton and bandages for a bit to see how it feels. Imobility might be good in that area for now.
I also laid a foundation of very gentle surgical tape on my thigh before attaching the catheter to the foundation with stronger tape. This helped the rawness from tape, and made it really easy to move the cath tube around on my thigh during the day without pulling tape off my leg every time.
