Most providers want money from the aging population, even with relatively low Medicare reimbursement. Not many large institutions have declined Medicare enrollees so far. Some small individual providers have declined Medicare. Some hospital associations are complaining though.
The providers are not losing much money on Medicare in most cases so far. But they are not making the usual markup they are accustomed to.
