I don't have much insight into this, except that I would think he should be able to do light lifting at this stage and more than 4-5 minutes of cardio at 11 weeks. Maybe he should try walking, easier than cardio and it might give him some needed confidence.
I wonder if his feeling of "wrong" is more psychological than physical. Maybe, as mentioned above, a low level of confidence.
When I started walking, my first walk that took me a mile from home, by myself, I felt that nervous low confidence level as I got further from home, and the more I walked the less I felt that way.
