IMO, nobody should be obliged to a medical test, except in a health emergency crisis. At the very least, you should be warned about this law before you are given a shot. Nurses have professional risks as everybody else. Of course, I understand they may inquire about your sanitary status after her mistake. And I understand you are glad to cooperate, but maybe other patients are not and I understand them as well.
I'd be very surprised if the HR administrator was telling the truth, the whole truth and nothing but the truth, when she said "it's the law". It's much more likely that the HR administrator tells people this as a matter of protocol, in order to facilitate compliance.
If the OP wasn't cooperative, what would the penalty be? Jail? I don't think so.
I think HR was playing a little bit of politics. What she meant by "the next step is a court order" was "court action". Very different animal.
(even then, I can't see it happening)
