AZ: I really don't know about
Arizona but I have researched this considerably here in Kentucky and just talked to the state exchange personally today for clarification. Dental care for children IS one of the 10 essential benefits that are supposed to be covered according to the ACA but, guess what? Every single health insurance policy sold on the Kentucky exchange shows that dental care is NOT COVERED, for anyone. They have separate dental plans on the exchange, some with benefits just for dependent children only (to conform to the ACA) and you have to purchase these policies in addition to a health insurance policy in order to comply with the law so you don't have to pay a penalty at tax time and these policies have separate deductibles and out of pocket expenses than the health insurance plans do. This is what I was told by the Kentucky exchange just today. I didn't make it up. I have yet to find out if I would have to pay a full penalty if I didn't purchase the dental insurance or if it would be a partial penalty. It ticks me off that I am now required to purchase dental insurance when I purposely haven't done it in years because it is cheaper to pay the dentists directly than it is to pay for dental insurance, assuming that I have to pay 100% of the premiums, which I do. Now I don't have a choice because if I don't buy the dental insurance I will have to pay a penalty. I don't really know how that works with my current grandfathered plan but there are very high odds that the cost of the grandfathered plan come July will be so high that I wouldn't be able to renew.
I'm not sure what you meant by "Lets hear about
the crappy HMO plan that doesn't exist in Kentucky again". All HMO plans are crappy. I have always been blessed with good insurance. I have never once had to figure out if a doctor or provider is in network as everyone my family and I have ever gone to was always in network, including specialists. I have never had to look at formularies to see if a medicine was covered. I have never had to take a different medication because insurance would not cover one. Any medicine my family and I were ever prescribed including for UC was always covered. I'm not used to this crap of networks and formularies. They never applied to me. In all of the years I have had my current policy there is only one thing that was not covered in network and that was the Prometheus test for UC or Chrons. Absolutely every doctor, provider, and medicine was always covered.
I can't believe that any time someone says something that doesn't conform to the spinning Obamacare propaganda machine that you say it is just all lies.
