Welcome to Healing Well! I know in the UK things are a little different, but just because your current consultant can't redo your surgery, does that mean you can't go elsewhere? What was his/her reasoning? Does he/she lack experience redoing wraps (which is trickier and requires more skill)?
Don't take that response without a fight. Many people have Nissens and redos at your age. I had mine done at 57, and I'm certain that at some point (if I live long enough) I'll need a redo and will seek out a skilled surgeon who knows how to do it.
63 is not all that old (okay, 20 year olds...you just wait!). It's not like you're 93 and they're afraid to operate due to advanced age.
