Over the counter med for allergies/cough

After having a phlegm producing cough for the past 8 months, it was discovered that I am highly allergic to a number of environmental allergens. My current problem is that my insurance is not wanting to cover the allergy drug my doctor prescribed (nasonex). So I want to just start with over the counter meds rather than pay $100 month for the nasonex.
Does anyone recommend a particular brand to treat a cough caused by allergies? I've been taking generic zyrtec but so far it hasn't helped.

They make a good generic for your problem. Ask your doctor for Formoseride (sp?). It costed me only $10.
Is the doctor positive about it being enviromental? I had an chronic cough for four years and the allergist claimed allergies. The lung doctor said asthma. I went to an GI who ran some tests and discovered "Silent GERD". Acid was flowing into my lungs causing the cough. I had surgery and my cough is gone.
