A bump that bleeds when burst is a blood blister. Usually they are caused by biting the inside of one's cheek, which can happen when one has mouth swelling from allergies.
Strongly suggest burning + blood blister (swelling) = possible allergy, and recommend consulting an Allergist for diagnosis & treatment.
