I have cough variant Asthma and I don't wheeze during an Asthma attack unless it's really bad. I just cough and cough and cough.
Chronic sinus congestion can be caused by a fungal sinus infection. You might consider asking your ENT to try you on sinus antifungal medication to see if that helps.
As for how to follow-up, I find it best to always ask the doctor during the appointment when they want you to come back - they don't always remember to tell you!
Also, food allergies can cause sinus problems, GERD, or other issues. Did they test you for any foods, especially the top 10 most common (milk, eggs, fish, peanuts, tree nuts, wheat, soy, shellfish, yeast, corn)?
