What you describe sounds nerve related. Have you done either any new, or increased repetitive movements? Did you wake up with this? (possibly indicating you compressed a nerve while sleeping.)
Did it just start today? It could be resolved by tomorrow. Try some light stretching of the shoulder, chest and neck area if you can tonight...
...and if it is not better tomorrow, consult with your doctor for advice...
...but hopefully you'll wake up feeling all better...if not able to leap tall buildings. :p
